Talking to journalists here on Thursday, the minister said that criminals had been escaping justice in the past due to substandard preparation of challans and the decision to set up an independent department had been taken to overcome shortcomings in this regard.
"Instructions have been issued to the prosecution department to collect complete data of pending cases in courts and to ascertain the causes of delay in their decision," he added.
According to him, if required, the government would also take measures for increasing the number of judges with the consultation of high court. Strict notice would also be taken of delay on the part of police in the submission of challans and the prosecution department would also play its role for ensuring presentation of challans within stipulated period.
District attorneys would scrutinise challans of police for removing any hiatus before submission of challans in the court so that criminals should not escape punishment.
He said that the government was determined to ensure justice and all out efforts would be made in this regard.
